Sustainable Supply Chain Challenges under Taiwan’s New Southbound Policy: Forum on Taiwanese Business Impact in Indonesia and Corporate Sustainability Due Diligence Legal Framework

In response to climate change and global economic development, supply chain due diligence has become a mainstream international trend. To maintain competitiveness in the global industrial chain, Taiwan must address this issue proactively. Given Taiwan’s overseas investment trends, particularly influenced by the New Southbound Policy and geopolitical shifts from the U.S.-China trade war, Indonesia has increasingly become a key trade partner and target for Taiwanese investment.

In light of this, the Taiwan Transnational Corporations Watch (TTNC Watch) – a coalition formed by the Environmental Rights Foundation, Youth Labor Union 95, Taiwan Association for Victims of Occupational Injuries, Covenants Watch, Taiwan Association for Human Rights, Taiwan Labor Front, and Environmental Jurists Association – has collaborated with Indonesian organizations deeply engaged in environmental, human rights, climate, and supply chain issues. These partners include AEER (Action for Ecology and People’s Emancipation), SAFETY (Perkumpulan Pegiat Kesehatan Masyarakat), WALHI (The Indonesian Forum for Environment), and community frontline workers. Together, they aim to understand the impact of Taiwanese businesses in Indonesia. These Indonesian partners will visit Taiwan to share insights on local conditions and engage in in-depth discussions with leaders from Taiwanese NGOs, industry, academia, and government on promoting supply chain due diligence.

In addition to Indonesian partners, the forum will also host civil society groups, lawyers, and scholars from Japan, South Korea, and other countries committed to “business and human rights.” The focus will be on advancing a regional business and human rights movement and promoting sustainable due diligence legislation across nations. At the forum, Environmental Rights Foundation will introduce Taiwan’s first mandatory human rights and environmental due diligence bill, drafted by CSOs. Experts from various sectors will discuss corporate human rights responsibilities and a National Action Plan on Business and Human Rights, strengthening Taiwan’s connection to Asian and global human rights networks and building a more comprehensive regional framework for cooperation. The forum seeks to enhance Taiwan’s engagement in business and human rights dialogue, foster legal and policy progress, and fortify Taiwan’s ties within Asia and beyond in the human rights domain.
